I bought a laptop and chose one with Intels GMA X3100 because I saw that their open source support was good.

But to my terrible and painful surprise that card didn't even support OpenGL2.0 (ie. shaders).

Is this because of hardware or software support? Could they (hypothetically) add support for it in their drivers?

GMA X3100 "should" have support newer pixel and vertex shaders from OpenGL 2.0. The only issue is that the current Mesa (media-libs/mesa) does not yet support OpenGL 2.0. I think 7.1 should have it and it's definitely planned.

If you really need/want OpenGL 2.0, try using Donnie Berkholz's "x11" overlay which has live git ebuilds of all the needed bits and pieces.

Sometimes X crash with:
