Me too facing the same problem. But I dont think they blokin' my ip. With the same IP i logged with my another orkut account Its opening. But i doesn't allow my original orkut id.

actually I tried to Flood my scrap using the javascript. i successfully automated but they got me.

So I think, they are not allowing the particular member id to pass through the login process.

I even tried "ByPass Google 403" to by pass the 403 forbidden problem. its no use.

"ByPass Google 403" - Mozilla Firefox Extension
you know google is scary as hell, a simple search for "Lisa_Seelye" pulls up this link: http://en.wikipedia.org/w/index.php?title=User:Lisa_Seelye which can let someone edit your wikipedia completly given it logs ip but how many people use a computer at a public library, thats just a tip from me lisa, i'd stop using any utilities google offers, they tend to uncover too much information ;)
Came across this myself yesterday. Don't know the reason, but I've found that using the strings "forum" or "php" in your Google search terms while Advanced Search parameters are set to display more than 10 results per page will return the 403 error. The workaround is to reset the parameters to display 10 results per page. This has been perfectly repeatable for me with both Firefox and Safari on OS X Tiger.
